Billie Graham graduated from high school in Stringer, MS after which she attended Jones College for two years. She graduated from Mississippi University for Women in 1973 with BS degrees in English and Political Science/Economics. Her legal education was completed at the University of Mississippi School of Law in 1976. Upon returning to Laurel, she engaged in the general practice of law with emphasis on domestic relations and personal injury. While in full time practice she was listed in the Family Law Section of Best Lawyers in America as well as Mid-South Super Lawyers.
From 2012 until July of 2020, she served as a Justice Court Judge in Jones County, while continuing a limited Chancery Court practice. On July 23, 2020, she was appointed Chancellor in the 19th Chancery Court District of Mississippi which is comprised of Jones and Wayne Counties. Judge Graham conducts all hearings and trials involving family law issues, estates, conservatorships, and guardianships which includes approval of settlements of personal injury claims for minors and adults under guardianship and conservatorship. She is currently working with the Mississippi Access to Justice Commission to establish a pro bono legal clinic in Jones Court for the near future.
Throughout her legal career she has been a member of the Mississippi Bar, having served on various committees of the Bar. She is a past president of the Family Law Section. Judge Graham is a Fellow of the Mississippi Bar Foundation as well as a member and past president of the Jones County Bar Association. She was formerly a member of the Mississippi Trial Lawyers Association and American Trial Lawyers Association. In addition, she is a charter member of Chapter Z, PEO and a charter member of the Jones County Civitan Club.
Judge Graham is an active member of First United Methodist Church in Laurel where she currently serves as Chairperson of the Staff/Parish Relations Committee and teaches an adult Sunday School Class. In addition, she has been involved in local, national and international mission projects.
In her free time, she enjoys reading, traveling and socializing with friends and family.
